Was that claim before or after the economic impact of 9/11?
Besides, neither candidate in my opinion is really addressing the underlying factors which have lead to a flight of manufaturing jobs from the US though Bush touched on it in his acceptance speech.

America has to take an honest look at itself and ask itself why these jobs are leaving and what can we do to stop it OR adapt to it.
