I don't think that I or Steve characterized Arafat as sensitive, I can't speak for Kerry. I had mentioned that the Chechens pulled a stupid by targeting that school. Steve pointed out that since Arafat and al Sadr are still wasting oxygen, the Chechens maybe figured they could get away with it. The point that I was in the process of making is that Arafat seems to know what the limits are. Terrorists with "Go To Allah" belts gets the Israelis torqued at him. But the most they will do is lob a couple of rockets in his general direction, just to let him know they are paying attention. Having 30 grab a school and ice about a third of the kiddos would get the entire West Bank leveled in an appropriately biblical manner. And no one knows that more than Arafat...
