"Arafat's terrorists have killed more innocent women and children" Sure they have, but they've done it retail. The biggest thing they've done in recent memory was when they attacked that hotel during a holiday. And Israel came pretty close to taking Arafat out that time. Wholesale murder always makes a bigger splash. And targeting a school is going to have a stronger visceral response than just about anything else. The Chechens used to have such a good PR record. They only targeted military and/or police. So when Russia started to get their butts kicked on the battlefield, Putin could pull back with out a total loss of face. Now, there will be a lot of internal pressure to "do something", and the military is going to be anxious to set an example.
