Sure they have, but they've done it retail. The biggest thing they've done in recent memory was when they attacked that hotel during a holiday. And Israel came pretty close to taking Arafat out that time. Wholesale murder always makes a bigger splash. And targeting a school is going to have a stronger visceral response than just about anything else.

The Chechens used to have such a good PR record. They only targeted military and/or police. So when Russia started to get their butts kicked on the battlefield, Putin could pull back with out a total loss of face. Now, there will be a lot of internal pressure to "do something", and the military is going to be anxious to set an example.
