JF Re...I understand; without twisted logic you would have to admit that Bush is not a fiscal conservative at all. And that Clinton was. Clinton was hardly a fiscal conservative, however Bill was a realist. The simple truth is revenues increased faster than spending did, during the stock market bubble, and internet boom, which eventually turned into a 3 trillion dollar bust. During the late 90's though, gov. spending increased at, if I remember correctly 6-8 percent a yr, even though inflation was way below that. What made Clintons's projections of surplus possible was the even greater increase in revenues, due to tax bracket creep, and stock market proceeds. It was a situation which couldn't last.
