But even today's SCOTUS won't let the feds spend money without restraint. Which is why the federal government uses block grants, aka "unfunded mandates", as "carrots", because they can't use federal law as "sticks" to force the states to do anything and everything they want.

The most repugnant thing Bush has done, "No Child Left Behind", doesn't offend me on most principles - I love the idea of school choice - but it's a horrible affront to federalism. I am pleased and proud that my own state, Virginia, is one of the ten or twenty states that has rejected it.
