The simultaneity of the process of production and electrical power distribution in the power systems imposes stringent requirements on the organization of control of the regimes of the work of basic equipment. When power systems were small, these questions were solved comparatively simply. In 60 - 70's the intensive building of power stations, the complicated- locked networks 110 - 500 kV led to the significant computational difficulties during the estimation of the current and planned regimes of the work electro and thermo-technical equipment.
The beginning of the application of electronic computing technology in JOINT STOCK COMPANY "Mosenergo - Moscow Regional Administration of Power System Management" is dated 1964, when it was obtained BY COMPUTER(S) "Ural-2", and group for its maintenance and automation of the calculations of the short-circuit currents and steady-state regimes in the electrical networks is created with the central service of protection. In 1968. they acquired even and machine "Ural-14".
On the base of this group during April 1969. as the independent enterprise of power system was organized information-computing center (IVTS) - the orders of the minister of power engineering and electrification OF THE USSR from 25.10.1968 g. ¹ 230 and controlling Mosenergo - Moscow Regional Administration of Power System Management from 20.12.1968 g. ¹ 430/I. Its director assigned dvadtsatidevyatiletniy the deputy chief of the planning section REU of Mosenergo - Moscow Regional Administration of Power System Management Yuri Dmitriyevich Artyukhin, and by chief engineer - Victor Ivanovich Agureyev, the former colleague OF NII - SCIENTIFIC RESEARCH INSTITUTE electronic computing technology, participated in the development by the newest domestic COMPUTER M-222.
Backbone IVTS they composed 30 specialists, worked on "Ural-2". They solved, that IVTS will engage the building of the second shop of sulfur removal TETs-12. Machine "Ural-2", as before, it ensured electro and thermo-technical calculations, and "Ural-14" - economic.
Considerable attention was given to the selection of personnel. In IVTS arrived the key personnel from services and enterprises in Mosenergo - Moscow Regional Administration of Power System Management, scientific research and design institutes.
As long ago as 1970. it proved to be, which "Ural-2" cannot manage by ever more complicated calculated tasks. Thus, in order to calculate short-circuit currents in the network 35 kV andabove it was necessary to divide its diagram into four-five parts. In spite of that, that the work was conducted twenty-four hour, machine unable was to carry out all tasks within the established periods. Therefore began preparation for the passage for the new generation OF COMPUTER(S) - M-222. In 1971. the number of personnel IVTS reached 286 people. During March of 1972 COMPUTERS M-222 it was obtained, and after two months it is put into use.
Development IVTS during the subsequent years followed the path of theswift growth of the circle of the decided tasks in the sphere of immediate dispatching, industrial and economic and production-engineering control, and so the service lives of computer technology. In short time was realized the passage to THE COMPUTER(S) of the type CM and EUROPEAN UNION. Since 1977. the means of computer technology the enterprises of power systembecame to be equipped. In 1980. into the industrial operation the information-operational complex of the automated system of the supervisory control of Mosenergo - Moscow Regional Administration of Power System Management is introduced.
The ninetieth years gave start to the transfer of firmware base into the personal COMPUTERS. For the short time interval were created local they were computationalthe networks of branches and corporate network, covering the branches of power system, located in Moscow and Moscow region: from Shatury and Kolomny - to Mozhaisk and Volokolamsk.
From the middle of the 90's the colleagues OF IVTS took active part in the introduction of the means of computer technology in control of technological processes at the power stations and the substations. Such functions of the systems of monitoring and control were broughtto the level of the standard solutions, as automatic regulation, remote control of equipment, relaying and automation, digital oscillography, the registration of events and so forth, etc.
Thus, already for a period of 35 years production activity IVTS covers the following basic directions of automation:
immediate dispatching control; production-engineering control; control of technological processes; industrial and economic control.
Today in IVTS work more than 300 people. Regular service personnel of enterprise is formed from the specialists in the subject areas (electro and heat-power engineering, financial and economic, bookkeeping calculation, computing systems and network), which makes it possible to realize entire spectrum of the requiredtasks in the sphere of automation, beginning from their setting, the development of technological algorithms, the creation of applied software, concluding by its introduction and subsequent tracking in the generalboard and on the branches OF JOINT STOCK COMPANY "Mosenergo - Moscow Regional Administration of Power System Management". The technological independence of power system from the ambient conditions and the events is ensured thus.
Besides the creation of applied software on IVTS the responsibilitiesof operation and development of the local computational network of thegeneral board of society, covering it is more than 1250 work sites and more than 50 highly productive servers.
Automation of immediate dispatching and production-engineering control. JOINT STOCK COMPANY of "Mosenergo - Moscow Regional Administration of Power System Management" - the largest regional power system of the country, having powerful electric coupling with seven adjacent power systems. In its composition of 22 power stations with a summary installed capacity of 15000 MW, it is more than 500 substations 110-500 kV; the summary extent of air and cable electric power lines 35-500 kV -19800 km. The simultaneity of the process of production and electrical power distribution in this important power combine imposes stringent requirements on organization for long -, middle- and short term planning and operational control of the regimes of the work of basic equipment.
Independent of the forms of branch property and structure of operational control system-wide regime tasks remain, for realization of which is necessary the centralization of collection and data processing and, accordingly, computational process. First of all this relates to the optimization of load distribution between in parallel by the working generating aggregates, on the calculations of electromagnetic (short-circuit currents), electromechanical (dynamic stability) and been steady (steady-state stability, the flow distribution of active and reactive power), and also the optimization of the steady-state regimes of electrical networks according to the stress and the reactive power.
The settings of the devices of system-wide control are selected taking into account data of regimes and their permissibility: relaying and automation (RZA), the means of accident-prevention control, dispatcher claim fors input output of equipment are examined, number of which reaches 150 in the day.
Solution of system-wide problems is not conceived without the wide draft on funds of computer technology. Thus, the schematic of the substitution of the electrical network OF JOINTSTOCK COMPANY "Mosenergo - Moscow Regional Administration of Power System Management" for calculating the short-circuit currents is represented by the system of the linear algebraic equations 3000- GO of order, for calculating the steady-state regimes of basic electrical network -by non linear algebraic equations 1500- GO of order, finally, for calculating the dynamic stability - by nonlinear differential equations 5000- GO of order. Thus, the need of conducting the reliable and economical regimes of the workof equipment and power system as a whole was one of the main motives of creation IVTS.
At the present time it is developed by specialists IVTS, inculcated in the operation are accompanied more than 100 program set, ensuring planning and operational management of the regimes of the work of the basic thermo-mechanical and electrotechnical equipment:
the subsystem of immediate dispatching control (reception of the telemetric information at the level of central control room, its primary working and dostoverizatsiya, conducting daily dispatcher list, the control of the fulfillment of dispatcher graphs, the calculation of the balances of intersystem overflows, the operational forecast of consumption and generation, the determination of the positions of damage on the airlines 110-500kV from the indications of the fixing instruments and so forth, etc.); the subsystem of production-engineering control (calculations of the settings of all types of devices RZA, the flow distribution of active and reactive power, static and dynamic stability, the optimization of flow distribution, thermal and electrical loads between the generating aggregates, the calculation of their technical and economic indices, processing the measurements of regime days, checking equipment to thermal and dynamic durability, etc.).
Automation of control of technological processes. The large complex of works is carried out in the region of theautomation of technological processes, as in the thermal, so electrical part, including the subsystems of commercial calculation (TETs-9, 11, 12, 20, etc., substation "Zubovskaya", "it is new -Mazilovo", "gorenki", etc.). With the direct and active participation of specialists IVTS in theperiod with 1995-2000. in JOINT STOCK COMPANY of "Mosenergo - Moscow Regional Administrationof Power System Management" is realized its kind technological"revolution", being consisted in the passage from the traditional systems for monitoring and control on the base of electromechanical and analogmeans to the contemporary microprocessor (digital)polnofunktsional'nym to the systems of real time, realizing the functions of the control of regime, the electronic registration of the parameters and events, automatic regulation, protection and automation, and program-logic remote control.
