I haven't any idea what the circumstances were. My commentary had more to do with the Leftist argument, from idiots like Bill Maher and Al Franken, or for that matter, tejek, suggesting that the cost of the war should be a factor.

I think you're aware that in any given bill, there can be a multitude of reasons Congress may take one action or the other, buried deeply within the bill; I have not read the bills or the committee reports, so I would be in no position to answer your question. Perhaps you have.
