Had you stopped after the first three words, you'd be correct.

If you knew ANYTHING about leadership, you'd know that effective ones DO rely on advisors. That DOES NOT mean they aren't making the critical decisions.

Perhaps you'd prefer a micro-managing, completely ineffective president like Carter?
