Terrorists do not attack everyday. The WTC was attacked twice.

The first attack which took place in 1993 was during Clinton's watch. It was a minor attack. Security then was tight and it was impossible to hijack 4 planes and fly them into US buildings. In 2000, another terrorist plot at LA International was foiled. All during Clinton's watch.

But then within 9 months of Bush taking office, the airport security slackened thereby enabling 19 terrorists to enter the US, hijack 4 planes and fly them into buildings.

The "window of opportunity" of 9 months was provided by Bush. And the terrorists with their 9/11 attack have broken the backs of the US which Bush, its President has remained unsuccessful in pulling this country out of.
