This is the Teachers, Admin, and bureacracy first line of defense. Blame the Parents. The school is NEVER going to have a majority of motivated parents. Anybody who sets out to educate kids on the basis of a lot of help from the parents is a fool.

The State forces the children to show up. Most parents care. Some do not. The school must be structured to educate kids based on that fact.

Raspberry's whining about it being the parents fault is a cop-out for the schools.
