There is research going on in Europe with a doped silicon "solar cell" that, when immersed in water and exposed to sunlight, captures a certain (currently low percentage) of the UV energy and hydrolyzes the water it is surrounded by.

Although the current efficiency is LOW (researchers promising better efficiencies later), I'll note that the energy input is FREE... so it has some potential.
