Stricht codes went into place after Andrew in 1992. Where Frances hit there is a 140 mph code in coastal areas. On the other hand, on the coast where Charley hit the code is less mph.

One main reason there is such a code is that after Andrew in 1992, insurance companies threatened to pull out of FL...so the codes were created to keep them here.
