The important thing about recent turmoil is that it did not spread throughout the country; that it mostly wound down; and that Iraqi forces participated in some force in operations against insurgents. This means, to me, that the bulk of the country wants to make a go of normalization, and has a shot at doing it. The key here is infiltration. With better intelligence, special ops should carry the brunt of the work in breaking the back of insurgency. A lot has depended on the pace of training of Iraqi forces, which was retarded by the chaos on the ground.
