As far as roads you did shift it out of state. My original post just said taxpayer.

As far a FEMA. Last time we had a flood they were begging us to take a low interest loan even though we didn't need it.
As for insurance the news was interviewing a FEMA guy and he specifically said that grants and low interest loans were available for those without insurance. Immediately I thought, hey, why have insurance? Assuming you own your home outright as many do.
