You dont have to produce nukes to broker their sale to others. Once free of sanctions and no fly zones saddam could have become the point of sale of wmds wherever manufactured to arab terrorists. The euros(france and Germany) taking heat from al quada with warnings of attacks there, wanted out of the sanction business so the argument that there was containment or that containment would continue is a joke. mike
