There is not much to distinguish between bush and kerry when it comes to issues. I consider their leader ship styles to be the most notable. Here is how I view their differences.

Bush has taken positions that are fundamentally unchangeable within the structure of his political philosophy. However, within this structure he is willing to monitor and adjust as a particular mission or operation changes.

Kerry tends to look at events and circumstances and be open to forming a position based on new information or changes in circumstance. He forms a position and allows for interpretation via nuance. He may also change a position on further review of influences and circumstances.
