Well yes. I think he is powerful. Perhaps he is the most powerful person in the world.

But, with respect to Kerry's woes - depending how you look at it - Rove has to be given a lot of the credit.

The beauty is, Rove does not have to micro manage Kerry negatives. He is the architect as to what to high light and allocate the resources - in broad terms - of what is presented and when in a seamless manner.

There is no doubt about it - Rove is good at what he does.

It is obvious that Kerry does not have such an architect.
