Yes. We agree on the dilemma. Terrorism is an action of the powerless against the powerful in the context of frustration. If the entities employing terrorism had the power to advance their political goals without terrorism, they would.

It is what it is. We are powerful, they are not. We have our political ideals and goals, they have theirs. In some cases the two are incompatible and so ...

It is true that we should not use our power to provoke terrorism and we should be careful to avoid giving that impression. At the same time, unless we surrender our ideals and stop pursuing our political goals, terrorism will continue. We will not do either of the above, so what do we do about terrorist operations?
