By "we" I mean all of us, not just Americans, not just Russians, not just Europeans, not just Chinese, Australians, what-have-you.

Islamic terrorism lives in a grey area by exploiting things like national boundaries and national differences.

They run across borders and the chase stops. Oh, it's no longer the problem of the police who are chasing them or the military who is tracking them, because it's out of their jurisdiction, time to take a break, get a cup of coffee, light up a smoke.

Like the Viet Cong running into Cambodia and Laos.

Our border patrol chases people who cross our border but can't do anything about the people who are one inch on the other side.

It's a brilliant survival strategy, and it's especially suited for their own fighting style, which is attack-run away/attack-run away/attack-run away, and when pinned down constantly promise to surrender, see e.g. Sadr.

The light just went on for the Russians. They are starting to talk about pre-emption.

When enough countries decide not to tolerate it any more, maybe we'll finally DO something about it.

Like Reagan did about Communism in Latin America, maybe, or something else, I don't know, there don't seem to be indigenous groups fighting terrorism, the indigenous groups seem to support it.
