What I find interesting is the sudden shift to a kind of tunnel vision blaming Cheney for everything. If memory serves me correctly, Rumsfeld was the man with his finger on the trigger for some or all of the exercises mentioned.

The evidence does NOT support any theory involving a single individual working on their own. bin Laden couldn't have done it and neither could Cheney.

The NORAD stand down was only a small piece of what had to be in place for 9/11 to succeed. Persons using the IDs of terrorists had to be allowed into the country, and be allowed to establish their new identities while avoiding investigations. Security at the airports had to be bypassed in order to either rig the planes, or allow the hijackers to board, or both. The charges that brought down the buildings had to be set in place. The destruction of evidence, false flags and cover ups had to be planned in advance and be ready to execute.

The bottom line is 9/11 was flat out impossible except as the work of a group that had the highest levels of access to every aspect of national security. Was Cheney a part of that group? Absolutely. Did he wave the baton? Maybe. Did he act alone, or could Bush have been kept out of the loop? Not a chance.
