CBS presented them as private notes to the CO's file.
This isn't his kitchen recipe file. These are in his official files. These all get microfilmed and sent to the Pentagon. Rove just wants to see if he can get all the gullible ones to make a lot of phone calls to distort the issue. It might work, but Rove has done this so many times that the public is weary of his distractions.

The problem for Bush is that he didn't get Karen Hughes to scrub these files
