Perhaps, but I think they would have developed anyway it just would have taken longer. The involvement of the government can speed up the start of such things. Eventually they should move more and more to the private sector. The Internet has done and continues to do this, the use of space is a bit behind but eventually space launch and transportation should be mostly done by the private sector. I suppose that space transportation would be a relatively highly regulated area even when it is done by the private sector because it opens up opportunities for terrorism. (any spacecraft with a significant payload could be used as an ICBM, and later on if we are moving asteroids about and mining them, well dropping a big chunk of rock in to the earth at a miles per second or tens of miles per second speed can cause a lot of damage)
