When we do it ourselves, we end up footing the entire bill and letting other nations off the hook. We need a mechanism where responsible nations will chip in their resources, as they did in Bosnia and Iraq I, to help with the cause. Not only does it make such an endeavor feasible, costwise, but it also lends legitimacy to the intent.

But, rather than the one-off coalition building of Bush 41, we need a means. Is the UN no longer a possibility? If so, do we build a new coalition that is semi-permanent, from nations that are serious about dealing with terrorist states and humanitarian crises? If so, we'd have to relinquish at least some laterism, to coin a word, so that these nations felt that they had a say in the decision making.
