Bush is the commander-in-chief and responsible for the actions of his officers in Iraq. His failed leadership allowed prisoners to be tortured. I believe they're lying. A bunch of privates and sargents would not take it upon themselves to decide to torture prisoners, what benefit would they gain, a prison sentence and a dishonorable discharge, they were following orders. Now that they got caught the higher authorities haven proven to cowards and have failed to take responsibility for their actions.
