harkin went with kerry to meet ortega during the reagan years. they came back with a "plan" . it was kerry's second trip to a foreign to negotiate with the enemy (paris and the viet cong was the first). kerry and harkin met with ortega without the blessing of george schultz who was sec. of state. of course, it was typical of these two elitists.
