Well, there are all kinds of criminal laws against forgery. I did a quick search for federal statutes that might apply. This one probably isn't right on the money, but does deal with military records: caselaw.lp.findlaw.com Since I don't practice criminal law, I'm not up on all the intricacies of the crime.
