The Internet didn't have to have a huge initial investment. It was built in pieces over years. I think federal involvement speed it up, but not to even close to the degree it did with the space program.

The space program did have a huge initial investment. The private sector could have done it eventually but it might have taken many more decades. Almost certainly, things like putting men on the moon would not have happened yet.
