China and Taiwan are one country. This has been our official policy since 72 and it is the reality of China.

It's been everyone's policy but official statements don't change the reality on the ground.

If Taiwan tried to break away there would be civil war

There might be war but it would be an attempted invasion, or perhaps just bombing and missile attacks, not a civil war.

we had one of those ourselves.

Our Civil War was more of a revolutionary war that failed, not a traditional civil war. It wasn't factions competing for dominance but one region attempting to break away from the union. Also before our Civil War the South was ruled by the federal government. Taiwan is not ruled from the mainland and was never ruled by the communists.
