"foreign domination": No, he said it is the most basic freedom. It is one of those dicta which is meant to absolve the utterer of any requirement of proof or even reasonable defense. Of course people prefer to be in charge of their own affairs, but that does not mean that they automatically prefer an indigenous regime to a foreign regime, without reference to the nature of the regime.
