The short answer is that sovereignty resides in the people, and therefore only a democracy, or a moderate government that seems to enjoy widespread support without coercion, can possibly have it. Brutal dictatorships do not enjoy sovereignty, and through their repression thwart the assertion of sovereignty. Therefore, we have a right to support the people of such a country over the regime, and only deal with such regimes for pragmatic reasons, for example, maintaining the peace during the Cold War.
