Saigon is a free-wheeling business center where the government does not control much. People in Saigon eat, sleep and drink business. The government is bureaucratic and there is the usual third-world corruption with business permits etc, but people spend most of their time getting on with their lives and making a living. Saigon is a free enough place in view of its economic status. It is a dangerous place to drive a bike -- if anything, it is a relatively lawless place in that regard. What people in Saigon want is to have a family and make a living -- they would like a better life and work hard in that direction, for the most part. It is overpopulated and by world standards it is poor. But a serious lack of personal freedom? No, not Saigon.
