Seems that typewriters of that era were in fact capable of the 'th', and more. In fact, other Bush documents from that era have the exact same usage of 'th'. Additionally, the Times Roman font has been available since the 1930's.

Pretty convincing that the documents are genuine, when coupled with the interview with the unit administrator appearing on CBS.
