It's not at all true that cheney, rumsfeld, myers and shrub, constitute a "vast" group. Everything below those 4 would be compartmentalized so that nobody else would know the complete extent of the planning.
Maybe 5 others would be involved in acts they knew were criminal but not that those acts were related to the end result.
If extremist Muslims were used as hijackers, they would certainly participate willingly for the reason of attacking America.
The 5 military exercises being held on the morning of 9/11 would not include anyone with any knowledge whatsoever of the attacks. One person in control of the movements of those exercises is all that's necessary.
Who directed the HUGE FEMA drill in NYC on 9/11?
Even the person who ordered the drill to take place could do so with no knowledge of an attack.

That it would have to be "efficient" does not at all enter the argument. The fact that it happened attaests that it WAS efficient.

That it would have to be "silent" hinges on the argument that it would have to be "vast"
The "vast" argument doesn't cut it so neither does the "silent" argument.

I agree with the "burden of proof" as far as an informal discussion goes but in a strictly legal sense, the above 4 names are legitimate suspects.
As of now it's only their perceived status that has kept them from being named as such.
If brought to a courtroom they would have to provide alibis for themselves since they had motive, means and opportunity.
Right now, they don't have alibis.
