Sorry if I butted in with my previous remarks... I didn't realize that you were discussing only a limited, purely hypothetical situation. In a more general sense, I agree with Nadine: goals do not justify means. Indeed, the means we select will modify our intended goals - in effect, they will practically determine them. When you are trying to accomplish some precious goal, you start with the most promising tactics Jihadis go straight for the jugular. Terror is their number one - preferred - tactic of choice. People who think that they are serving God by shooting innocent children in the back are serving the wrong deity. If they succeed in their struggle, all they'll get will be another stupid hell on earth. Suppose it wouldn't be the last one... certainly not the first.
