"Oil prices tripled between January 1999 and September 2000". On Clinton's watch. That was when the stock market was crashing...remember, the NASDAQ went from over 5000 to under 2500 in the same period.

Then Clinton began releasing the strategic oil reserves.

Do you suppose he might have done that to influence the Nov 2000 election?
