Let us get this right. What you posted is not what Kerry said but instead your understanding of it with your spin. Kerry has over and over again said:

1. We will not abandon Iraq.
2. We will instead work with other countries to have them bear their share of troops and money.
3. His goal is to reduce the involvement of US troops and he will bring them back to unite with their families.
4. He will work with the other nations to replace those troops with their troops.

Bush has no avenue open to work with the leaders of the other countries, since they will not talk to him.
