HSDPA is the 3GSM response to CDMA2000 1xEV-DO ... and I'm reasonably sure both are based on Qualcomm's HDR technology.

Now HSDPA will have a higher peak (and average) data rate simply because it uses 5 MHz bandwidth compared to 1.25 MHz for DO. But that's from the user's perspective.

From the carrier's perspective, spectral efficiencies are about the same. Normalized to 5 MHz BW, that's 4 x 3.09 Mbps = 12.36 Mbps for DO Rev A vs 14.4 Mbps for HSDPA. And those numbers don't tell us typical data rates for the median carrier-to-interference ratio ("C/I").
