You should spend some time in formal meetings where Taiwan is represented along with Beijing -- it would remove your doubts about the relationship -- Taiwan does what Beijing allows it to in representing itself to the world, and what it allows is for Taiwan to represent itself as a province of China. As for amphibious capability, it is more likely that Beijing would simply use what it has, including blowing the place up if Taiwan declared independence if there was no other more effective military option. This is not some sort of trivial formality -- Beijing would simply do what was in its power and would not consider the cost in any sense -- and if that meant killing every man, woman and child in Taiwan, or if it meant having millions of Chinese on the mainland side of the strait die, then so be it. It is non-negotiable because Taiwan is part of China. The administrative details are just that -- administrative details. The idea that the US could stop this is pure fantasy and playing to the hometown political need to pretend that we can have it both ways -- accepting that Taiwan is part of China and then pretending that we could stop China from exerting its sovereignty over Taiwan.
