Bush is representative of the people he seeks advice from, or at least from whom he take advise from. That is they have no combat experience (excepting Powell, but he's been kept out of the war-mongering loop). So it is easier from them to send kids to die in Iraq because they have had no experience about the horror of war. Unlike, Kerry who know of what he speaks.
