I believe that the Iraqis (AKA known as the 19- or was it 20 thieves by Iraqis) involved in the IGC or CPA or whatever have made off with the missing $8 billion. Alternatively, the IGC or CPA have miscounted, misplaced AND absconded with it to private Carribbean bank accounts.

Since when did government service become more profitable than a real job?

I can see the profits flowing to Bechtel (I think they're the ones building the $1 billion concrete US embassy/US base/US bunker/US boondogle somewhere in Eastern Iraq) and to KBR (HAL) during the war but only about $400 million of the $20 B in reconstruction has been spent.

Who knows, maybe HAL prefers the wartime contracts. There is less scrutiny when you put up drywall one month and then we blow it up the next. Bush now wants to move $3 B from the $20 B into security and oil infrastructure.

Perhaps BigOil is getting annoyed by the constant disruptions to the oil flow.
