This is a fact, unless you prefer sticking your head in the sand. If you exclude Israel and Iraq, nearly the same percentage was done by al Qaeda, or affiliates. This is not a war on terrorism and certainly not a war on Muslims. It's a (very unsuccessful) war on al Qaeda. Zero tolerance of terrorism will never work, just as it won't work on crime or drugs.
