Yet, Al Qaeda has been decimated by Bush's War on Terror.

Al Qaeda has been decimated by two things. 1-the war on Afghanistan (remove their safe haven), and 2-the pressure on Saudis to clean up their Islamic charities' contributions to Al Qaeda-related groups (remove their funds). #1 is a war on Afghanistan, #2 is diplomatic pressure. Neither is a "War on Terror".

Bush's War on Terror is a misused catch-phrase. Justifying every action of the Bush administration as part of a larger "War on Terror" just confuses things. Nations don't go to war against concepts. Bush's War on Terror will not go on for 10-20 years, it will exit the national jargon as soon as Bush is out of office.
