Your broker cannot keep certificates in his desk drawer. He'd be fired .

I spoke with our margin desk today regarding delivery against sale not long. He told me that the exchange rules dictate that you must be able to deliver certificates within 15 days, if all extensions are granted. Your broker may be reluctant to jump through hoops to do this for you unless you are a good client. Some firms fine brokers for extensions, so your broker might not want to eat that cost.

If you choose to sell while your certificates ar in the mail, there is a possibility that your broker can execute delivery with a stock power, which he will marry to your certificate when you get it.

My stock loan desk shows no availability on OVIS.

Shares held in cash accounts can sometimes be loaned for shorting, but only with written permission from the owner.
