Heating of entrances and staircases issue

For heating of entrances till now it is not paid
Inspection of an available housing of Vladivostok which has lead(has carried out) Äàëüýíåðãîñáûò by results of a cold season 2003-2004 ã.ã., has revealed, that about third of staircases and general purpose places have been equipped with systems of heating and actually received heat.
Inspection has been lead(has been carried out) in connection with that the former administration of Vladivostok, despite of numerous inquiries Äàëüýíåðãîñáûòà in Management of housing and communal services, and has not given the information on presence of heating in the entrances, necessary for charge of payment.
Let's remind, that the decision ¹ 345 from February, 17, 2004 on payment of heating of staircases and general purpose places the city administration has assigned a duty to the population of Vladivostok. For inhabitants of houses with functioning systems of heating in entrances of the rate of payment have been raised(increased) on 12 %. However payments for consumed thermal energy for the sum of 36 million roubles of power and have not received. It essentially complicates preparation for a forthcoming cold season, prevents stable work of a power supply system, interferes with restraint of growth of tariffs.
The mullions-strong duty has appeared, first of all, because the question on payment of heating of entrances of apartment houses till now is solved essentially. For example, for illumination of entrances with the power company the municipal enterprises - ÏÆÝÒû and ÆÝÓ pay off. However, for heating of entrances anybody now does not pay.
Äàëüýíåðãîñáûò repeatedly addressed in Management of housing and communal services of Administration of Vladivostok with the request to settle the given question, but finally has been compelled to lead(carry out) own inspection. On the basis of the received information certificates(acts) about presence of heating in entrances which have been in turn signed by the municipal enterprises serving an available housing have been made.
The differentiated rates of payment for heating of staircases and general purpose places have been cancelled by administration of Vladivostok since August of the current year. However it does not cancel necessity to pay heating of entrances for the last cold season of 2003-2004. |
