Independent countries may refrain from doing or stating certain things under threat from another country. Mongolia or North Korea might be influenced by China to do something that they don't really want to do, that doesn't make them part of China. The US certainly has pressured or forced other countries to act or not to act in certain ways in the past, that didn't make these countries part of the US.

The simple fact is China does not and can not make law in Taiwan. It can threaten Taiwan with nuclear annihilation but it doesn't rule Taiwan, and the current government in China has never ruled Taiwan.
