Did the AP just win a suit ordering the Pentagon to release all of Bush's military records? This could not happen if Bush had not signed the 180. This is the reason that we can not get Kerry's records. The court can not order Kerry's released because he has not signed the 180. They could not order GWB's released either if he had not signed the 180.
