Bush does is the facade for the administration. He shakes the hands and kisses the babies and says "...the lessons of September 11th..." What we need is a dynamic leader who can develop policy for the conditions, not an idealogue who keeps repeating the same mantra as troops continue to be killed. Bush is frozen, and even though many believe that more troops are needed in the short term and more internationalization of the the war...Bush plods along with the status quo, probably because Rove believes it's best not to rock the boat until after Nov.
