Yes, they worked. They also probably killed a half-million Iraqis under the age of 5 because of lack of access to enough nutrition and medical care (don't believe me, ask UNICEF, which generated the estimate.

The problem with the way you frame this thing is that it is totally untrue.

We did not go to the UN and say "we think the sanctions may be working, but lets not take a chance on that. Besides the grave threat that Saddam Hussein poses, there are all these Iraqi kids that must be saved. Lets go in there and save those kids".

If that was the equation, and the UN and the ROW did not respond then I can see that when you get on the high and mighty - you would be absolutely correct.

Truth is not all that easy to determine, but we must at least make a sincere effort.
