Kerry has said if he can't pay for programs, he'll drop them. We already know Bush doesn't care about deficits, he knows when the bill comes due, he won't be up for re-election. Kerry has also promises to return to the "paygo" rules of the Clinton years - the ones that generated the surplus Bush squandered in tax cuts targeted at the richest Americans.
No politician is going to tell Americans how screwed we are while running for election. Kerry comes a LOT closer than Bush. Bush hasn't told the truth while NOT running.

We need to return to divided government, to fiscally check the executive and the legislature. With Bush in, he goes along with Republican legislative pork to get his own pork past. The worst of both worlds.
