As James Baker said in 1976, when asked about competing accusations of "flip-flopping" from both the Carter and Ford campaigns, the term does not apply to a genuine change of position due to new information, political negotiations or even simply deciding one was wrong before and switching sides. It does apply, however, to simultaneously staking out positions on both sides of the same issue, especially by taking one side in front of one audience and then taking the other side in front of another audience, out of political expediency.

By this standard, the administration's allegedly changing its views of Chalabi does not qualify, but Kerry's repeated flip-flops on Iraq certainly do. The "I voted for the $87 billion before I voted against it" comment is the most obvious example.

As for your incoherent comment, "Kerry voted for the $87 billion and to pay for the cost of the war instead of putting it on the credit card", please clarify just what it was that you claim Kerry voted FOR. He is clearly on records as voting AGAINST the $87 billion appropriations bill.
